The Department of Small Business Services (SBS) is a vibrant, client-centered Agency whose mission is to serve New York’s small businesses and commercial districts. SBS makes it easier for companies in New York City to form, do business, and grow by providing direct assistance to business owners, promoting commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce. SBS has a staff of 300 employees and a budget of $190 million. SBS is quickly becoming one of the most respected and dynamic Agencies in the City, and continues to reach for higher professional standards through innovative systems, new approaches to government, and a strong focus on its employees.
The Department of Small Business Services (SBS) Workforce Development Division manages the New York City workforce investment system of Workforce1 Career Centers (One-Stops), business workforce partnerships, and contracted service providers. Funded by the Workforce Investment Act (WIA) and in partnership with the NYC Workforce Investment Board (WIB), these programs comprise a demand-driven system of workforce development that matches employer needs and strengthens the skills of New York City’s workforce. Currently, there are eight Workforce1 Career Centers serving employers and job seekers across the five boroughs. In 2008, the Workforce1 Career Centers served over 100,000 New Yorkers and achieved over 17,000 job placements.
JOB DESCRIPTION:
Under the supervision of the Director of Training Provider Programming the Manager will be part of a team that oversees operational and program aspects of relations with training providers that offer skills training to Workforce1 Career Center customers. The Manager will develop and implement innovative training programs in close collaboration with other City agencies based on national models and best practices to ensure that jobseekers are retained and ready for employment at the successful conclusion of training. A strong focus on operations and connection to the Workforce Investment Act (WIA) systems is needed for successful implementation of these programs.
RESPONSIBILITIES:
* Manage and drive performance by creating accountability of the pilot programs – report internally and externally to City Hall and other public sources on progress of trainings
* Lead operations and technology resources to record training activities, may include creation of separate databases and uploads into the Worksource1 system
* Coordinate data, receive updates, complete site visits, monitoring and other processes deemed necessary for counting and monitoring
* Create, manage, and document smart customer friendly WIA registrations, services and delivery of training
* Ensure coordination from training to Business Solutions job orders to meet business needs
* Create and oversee the retention activities and programming to ensure a 10% or less drop out rate in all programs

* A strong work ethic and attention to detail
* Experience planning, implementing and managing projects involving diverse stakeholders
* Outstanding presentation, writing, and communications skills
* Outstanding analytic, problem-solving, and creative thinking abilities
* Familiarity with MS Project or other project planning software
* Excellent MS Excel, PowerPoint, Access, Word and Visio skills
QUALIFICATION REQUIREMENTS:
1. A master's degree from an accredited university in computer sciences, economics, public policy, business, public administration, or a related field.
2. Three years or more of progressively responsible management experience requiring independent decision making concerning workforce/employment programs. This would include allocation for resources and the scheduling and assignment of work, 18 months of which must have been in a managerial, executive or supervisory capacity.
3. A baccalaureate degree from an accredited college and five years of satisfactory full-time professional experience in the areas described in "1" above.
Salary range for this position is: $45,000 - $55,000 per year
