POSITION DESCRIPTION AND DUTIES
Under direction of the Executive Director of Human Resources, the Deputy Director will serve as a senior member of the Human Resources Department. As part of the leadership team, the Deputy Director contributes to the mission and development of the Human Resources Department to serve as a model for professional competency, teamwork, accuracy, efficiency and innovation.

The Deputy Director will be responsible for the supervision and evaluation of the work of full- time and hourly staff, and coordination of all faculty and staff actions with the Payroll and Budget offices. Provides policy recommendations, and administration of comprehensive human resources programs, procedures and guidelines consistent with state and federal requirements and sound professional principles and practices. Implements efficient systems and processes.

The Deputy Director is also responsible for dispute resolution, conflict management and complaint disposition for all full-time and hourly staff. S/he will investigate and prepare charges for formal disciplinary proceedings and respond to grievances for Classified Staff in accordance with collective bargaining agreements.

Consults with the Office of Human Resources Management (OHRM) on issues with respect to collective bargaining agreements, CUNY Bylaws and CUNY Rules and Regulations. The Deputy Director serves as an internal consultant to Division and Department Administrators on human resources matters affecting faculty and staff. In addition, the Deputy Director will oversee the development and implementation of LaGuardia’s Professional Development Programs and CUNYfirst training for faculty and staff.

In the absence of the Executive Director, the Deputy Director will assume full responsibility for the leadership of all human resources functions, i.e., Benefits, Employment, Recruitment, Staff Development, Contract Administration, Employee Relations and Compensation.

QUALIFICATION REQUIREMENTS
Baccalaureate degree from an accredited institution and eight (8) years related experience required. Knowledge of CUNY Rules and Regulations, Civil Service Policies and Procedures and Collective Bargaining Agreements preferred. Must have managerial experience; demonstrate leadership ability and knowledge of human resources practices. Demonstrate knowledge and experience with human resource information systems. Excellent communication and customer service skills highly desired. A detail oriented, systems focused person with the ability to multitask and produce effectively on given time lines is an ideal candidate for this position.
